It does ask you for some personal information to verify that you indeed live in Cranbury. Your address can be verified in several ways: They will send you a postcard in the mail, call your listed telephone number, or do an address query on your credit card without charging anything to it.

Just passed it by. It's near the park. It's odd; only a small patch is uncut.
It is where crocuses bloomed this spring. The have to wait until the crocus leaves yellow before cutting it back. Probably another two weeks.
